Data Dial Tone Billing Rates
Monthly rates vary by service offering. There are no installation or change fees for Data Dial Tone services. If wiring changes are required a contractor will be engaged, and those charges will be billed separately. There are no fees associated with security change requests. Agencies subscribing to Data Dial Tone service are also billed for Consolidated Network Access service and selected subscriptions for DMZ and user Internet bandwidth.
Desktop ports provide 10/100/1000 Mb network access in Data Dial Tone buildings for user PCs, network printers and in-building servers.
Data center ports are used for connecting network servers, including both servers with multiple instances of Virtual Machines and legacy non-VM servers, in an internal data center VLAN or in a DMZ at one of the State's shared data centers. There is no charge for individual VM instances. Three connection options are available: 10/100/1000 Mb copper, 10/100/1000Mb fiber, and 10 Gb fiber. A support service fee of 0.5% shall be applied to the monthly cost of this service.

*Switch-to-switch connections are legacy data center and in-building connections from an agency switch to the OTS switch infrastructure; availability is limited and prior discussions with, and approval from, OTS Network Services management are required.

OTS Network Services provides wireless LAN access in OTS-managed Data Dial Tone buildings. The service is designed for building residents and authorized guests. OTS will not provide "open" wireless access for the general public.
WLAN access may be set up for private agency access or for guest internet use (i.e., internet only). Agencies may be assigned one SSID for private agency access and one SSID for internet-only access. Those with a business need for additional SSIDs should email email@example.com.
Wireless access charges are based on the number of simultaneous users on a WLAN network (per SSID). Each agency’s Data Dial Tone service will include 24 each of private and public simultaneous IP hosts free of charge. This is equivalent to a /27 (255.255.255.224) IP subnet minus eight reserved or unusable addresses. A rate of $5 per IP address will be charged for larger subnets. A support service fee of 0.5% shall be applied to the monthly cost of this service; rates for specific subnet options are listed below.

Virtual Private Network access is available to an agency participating in the Louisiana Secure Intranet. It allows an end-user to access private agency resources via a non-secure network such as the internet (e.g., employee who subscribes to cable modem service at home but uses a VPN client to access the agency network to maintain a server).
The two types of available service are group account and site-to-site account:
- Group Account
- A group account is intended for use by a group of users that belong to an agency but work in various remote locations (e.g., at home, on the road, in other agency offices, in wireless LAN areas).
- Each user in the group must have some type of internet access, and the ISP must allow use of VPN on their network.
- A group account has a single set of rules for access that apply to everyone in the group. These rules are for security purposes and can be customized based on agency need using TCP/UDP ports and protocols.
- Allowing two different types of users access via VPN (e.g., employees and outside contractors) might require two different group accounts because the rules for access by each group may be different.
- Site-to-Site Account
- A site-to-site account is intended for use by a remote office or third-party site (i.e., a single location) connected to the internet with multiple users/systems that need access to agency internal resources which is usually more cost-effective than a direct connection to the agency.
- With site-to-site VPN access, the remote office can participate in the internal agency network as if it were directly connected. Just as with group accounts, each site-to-site account has a set of security rules to control access to the internal network that can be customized based on agency need using TCP/UDP ports and protocols.
Once the site-to-site VPN has been defined and configured, it is a permanent, "always-on" connection and the remote site functions as a remote location of the primary agency.
There are no charges associated with VPN access.
- Group Accounts
- Users may access the VPN system either via a web portal (i.e., clientless) using any standard browser or using Cisco's AnyConnect VPN software client. Cisco's AnyConnect VPN software client is free for distribution and will be provided to the agency IT department via the web when the agency subscribes to this service.
- Each agency must maintain its own directory of user ids and passwords that are allowed VPN access. In order for authentication to take place, each agency directory server must be set up to interface with OTS's VPN system via RADIUS, LDAP, NT Domain, Kerberos, TACACS+, or SDI.
- Site-to-Site Accounts
- Site-to-site VPN requires hardware at the remote location.
- The hardware can be a router or firewall running VPN software, and the configuration settings must match those of the data center.
