Billing Changes and New Lines of Service: LaNet, InterLATA Frame Relay, and Digital Backbone

In an effort to consolidate network services across a single network and reduce overall cost to the State of Louisiana, the Office of Telecommunications Management (OTM) has implemented new technology and restructured some of its services to better serve the State. With this new technology, OTM has created three new lines of service to replace LaNet and InterLATA Frame Relay services. Most of the Digital Backbone Lines of Service have been phased out as well--although "any city to any city" T1s are still available via current contracts. These new "unbundled" services will allow an agency to purchase only those services they require. The new lines of service are:

  • Consolidated Network Access (CNA)
  • MPLS IntraState Transport (MIT)
  • Internet

Agencies will see billing changes on the April 2011 bill to reflect the new lines of service. Agencies are not required to submit orders to affect these changes to their bills.

Consolidated Network Access (CNA)
The CNA Line of Service is the "on ramp" onto OTM's network. This line of service is used for physical and logical access to the network. There are currently two types of access: Shared Frame Relay Access and Local Ethernet Access.

Shared Frame Relay Access will be used by customers that have existing Frame Relay networks. OTM maintains Shared Frame Relay host circuits at all of its points of presence throughout the state. Agencies utilizing Shared Frame Relay Access will have a Private Virtual Circuit that will allow them access to OTM's network via OTM's host circuit. Monthly recurring charges will be on a "per megabit" basis and can be found in the rate chart noted below.

Local Ethernet Access will be used by customers that are either co-located with OTM or provide their own Metro Ethernet circuit into an OTM point of presence. This type of connection will have a flat rate monthly recurring charge of $700.00 per connection.

MPLS IntraState Transport (MIT)
The MIT Line of Service will be utilized to provide network connectivity across the State. For agencies with offices located outside of the 225 area code, MIT will be required for private wide area network connections as well as access to the Internet. This line of service will replace the InterLATA Frame Relay and some Digital Backbone Lines of Service. The rates for this service can be found in the rate chart noted below.

Internet
The Internet Line of Service will allow an agency to purchase separately the amount of Internet bandwidth needed to support their users. This will allow greater flexibility in purchasing decisions for agencies. The rates for this service can be found in the rate chart noted below.
