BlackBerry Devices and Service Available Directly to State Agencies via WSCA Contracts

Effective January 19, 2010, the Office of Telecommunications Management (OTM) will delegate to state agencies the telecommunications authority to acquire BlackBerry devices and service directly from contract vendors. State agencies will no longer be required to obtain BlackBerry devices and service through OTM. Agencies will be able to directly use wireless telecommunications contracts established by the Office of State Purchasing through the state's participation in the Western States Contracting Alliance (WSCA).
Agencies that have BlackBerry service and are Statewide Email subscribers use the Division of Administration's (DOA) Blackberry Enterprise Server (BES). Those agencies' Telecommunications Coordinators (TCs) must contact OTM to add new BlackBerry devices and service to the DOA BES, or otherwise make changes or remove BlackBerry service associated with the BES. Such DOA BES service requests should be sent to OTM at firstname.lastname@example.org.
Billing conversion for current BlackBerry-using agencies from OTM to the respective vendors is planned for February 2010. The last OTM bill for BlackBerry service will be issued at the end of January and will cover service for the month of January.
Vendor billing will begin to accrue on or soon after February 1, 2010. As vendor billing cycles vary, some agencies may soon receive a "January" bill from a vendor near the same time OTM billing is received. The vendor bill may include a partial month's billing for the period between the OTM January full month billing cycle and the vendor's billing cycle, which may begin sometime after the first of the month. Billing service charges for BlackBerry service usage from OTM and the vendors should not overlap.
Vendor representatives may begin contacting agency TCs in the coming weeks to discuss the conversion and confirm billing changes.
