Emergency Hosted IP Telephony Service
Emergency Hosted IP Telephony Service is offered to provide communications should an agency's primary telephone service become unavailable during a catastrophic event. The contract and service provider for this service is Razorline. This service is available for use statewide where broadband internet service is available.
Emergency Hosted IP Telephony Service is offered to facilitate subscribing agencies' emergency preparedness. Agencies are encouraged to evaluate their existing business critical telephone requirements in conjunction with this service, and pre-position any equipment and feature requirements to avoid any unnecessary delays when the service is needed.
The service is for internet access only, whereby users will connect certified IP telephony equipment to the Razorline network via web access. Telephone numbers and IP addresses for this service will be assigned by Razorline.
Each subscriber will have the following minimum features:
- Call Hold
- Call Transfer
- Call Waiting ID
- Conference
- Direct Inward Dialing
- Direct Outward Dialing
- Meet-me-Conferencing (up to 60 participants)
- Voice Mail
Additional features are available upon request.
Note: Additional Call Forwarding service through OTM is required for subscribers who wish to have their primary telephone number forwarded to the Emergency Hosted IP Telephony Service.
Billing Rates
OTM will bill each subscriber a monthly access fee. There are no installation or setup fees. This does not include the cost of the broadband connection from your internet service provider. Calls made within the state of Louisiana are considered local and no long distance charges will apply. However, any calls made to numbers outside of the state of Louisiana will incur a charge.

In addition, each subscriber will need to purchase telephony end points (handsets and softphones). Listed below are the IP telephony end points certified by the provider, along with the contract prices, which can be purchased directly from the provider under the Office of State Purchasing contract 407810 for Emergency Hosted IP Telephony Service. However, the agency may purchase appropriate end points from other state contract holders offering the same end points compatible with this hosted service. The agency will be billed directly by the vendor for the end points.

How to Order
To order service from this emergency use contract, submit a Miscellaneous Service Order Form (OTM/S-1) to the OTM Customer Service Section.
To order telephony end points, review and consider agency needs and available offerings. An agency may choose the equipment that most favorably meets the agency's requirements for pricing, delivery time, and other criteria as deemed appropriate by the agency. A purchase order or release order including the contract item numbers must be prepared and presented directly to the vendor.
