Prior to the issue of Executive Order 97-79, Political Appointees were not allowed to earn leave. Due to this restriction, the UPS system edits would only allow a leave code of 00 to be entered on an employee's record when the employee's classification indicator (C/U) was equal to "P" (Political Appointee) on Master Record screens M201 and M211.
Effective October 20, 1997, current system edits were modified to allow a leave code to be entered when the classification indicator "P" is used on an employee's record. Agencies that used the classification indicator of "U" (Unclassified), so that a leave code could be entered on a Political Appointee's record, should change the C/U indicator back to "P."
