|SUBJECT:||Timing of the Payroll Interface|
Beginning July 29, 1998, the interface from the Uniform Payroll System (UPS) will post to ISIS on Wednesday night instead of posting on Thursday night. This means that in some instances the payroll interface will post in an accounting period different than the employees' paychecks. Although the void and supplemental payroll interface will continue to be posted on Friday night before the posting of the regular payroll interface, there may be occasions when it will need to be posted after the regular payroll (on Thursday night) in order for both to be recorded in the same accounting period. The only time that the payroll interface will be held in the future is when posting on a Wednesday night will cause payroll expenditures to be posted in a different accounting year than the employee's paycheck is dated. The payroll interface will be held for posting in the correct accounting year in July, 1999.
The Office of Statewide Reporting and Accounting Policy (OSRAP) would like to remind agencies that Warrants Vouchers (WV) need to be processed on Wednesdays to ensure that sufficient cash exists in the operating cash account (6000) for both payroll expenditures and any other outstanding payables that the agency wishes to liquidate.
For agencies who request federal funds subject to the Cash Management Improvement Act of 1990, do not start making your draws on Friday at this time. Until a new clearance pattern has been created, continue to use the old clearance pattern (draw on Friday for deposit on Monday). The Office of State Uniform Payroll is currently in the process of developing a clearance pattern for payroll. As soon as the pattern is developed you will be notified to change your draw schedule.
For agencies who request federal funds that are not subject to the Cash Management Improvement Act of 1990, you may begin using the payroll data interfaced into ISIS on Thursday to make your draws to be deposited on Friday, if applicable.
