MEMORANDUM SA 01-27

Effective April 30, 2001 the Office of Statewide Reporting and Accounting Policy (OSRAP) will have the third level of approval removed from Expenditure Budget (EB) and Revenue Budget (RB) transactions in AFS.   To allow OSRAP to process all pending EB/RB transactions from SUSF that have been built with these approvals pending, agencies should not enter any EB/RB transactions from April 26 – April 30.  All EB/RB transactions against accounting period “10 01” should be entered by close of business April 25, 2001.  The month will be cut short for these transactions to ensure that all budgets are in balance prior to April’s monthly close and all EB/RB transactions requiring OSRAP approval are processed.  You may resume entering EB/RB transactions on May 1, 2001 against accounting period “11 01”.   You will not have to send any back up to OSRAP for documents entered after April 30, 2001.

 Although OSRAP’s approval will not be on these documents, OSRAP will continue to monitor the equity of budgets in AFS.  OSRAP will review the 2G54 report on the 25th of each month.  If it is determined that your agency’s budget is not in balance, you will be contacted to process correcting documents to acceptance before the month closes.  If you fail to do so timely, OSRAP will process the EB/RB documents to put your budget in balance using your budget development organizations (EB/RBs are lower than APs) or the first organizations that have budget in them (EB/RBs are higher than APs).
