The Department of Health and Hospitals is responsible for protecting and promoting the health of the citizens of the State of Louisiana, including children. The Office of the Secretary is comprised of three programs: the Office of Management and Finance, a series of Grants programs to promote health, and the Health Education authority of Louisiana Auxiliary Account.
The Management and Finance program provides overall guidance and direction to the various program offices making up the public healthcare service delivery system. The costs associated with each of these program offices that provide services for children are shown in the program descriptions that follow, and consequently no allocation of the costs of the Management and Finance program is made for children's services.
The Grants program is the second program comprising the Department of Health and Hospitals, Office of the Secretary, and is comprised of a series of grants to various public and private entities to promote and protect the health of the citizens of the State of Louisiana including children. It is estimated that approximately 20% of the recipients of the services funded through the Grants programs are children and consequently 20% of Grants programs expenditures are also for children. The Health Education Authority of Louisiana Auxiliary Account operates a day care center for the employees of the Medical Center of Louisiana at New Orleans, and consequently it is estimated that 100% of the expenditures of the Auxiliary Account benefit children and their families. Estimated Grants and the Auxiliary Account program expenditures for children that are included in the Governor's Executive Budget Supporting Document Recommendation are shown below.
