Program C: Client Payments

This category includes the amount of the FITAP grant awards and food coupons made to caretakers on behalf of children, and the amount of funds paid for FITAP, transitional, and FINDWORK child care and the federal Child Care and Development Block Grant program. FITAP child care is available for FITAP parents who work but still qualify for FITAP payments. Transitional child care is available for parents who have obtained work but are eligible to receive child care reimbursement for a limited time. FINDWORK child care is available for FITAP parents who are enrolled in the FINDWORK program. The FINDWORK program offers support to parents who choose to continue their education, to receive job readiness or job skills training, to obtain work experience or job placement services. FITAP eligibility for children generally ends at age 18, but may be extended to age 19 under certain circumstances. Children comprise 72 percent of the FITAP recipients and 49 percent of food stamp recipients. Agency administrative and indirect costs have been allocated to the program areas.

Included as a source of funding is the TANF grant. This grant is part of a comprehensive piece of federal legislation (The Personal Responsibility and Work Opportunity Reconciliation Act of 1996) that will provide assistance to needy families with children so they can be cared for in their own home, and to reduce dependency by promoting job preparation, work and marriage.
