Role, Scope, and Mission Statement: The primary service area of Northeast Louisiana University (NLU) includes a 13-parish area in northeast Louisiana bordered by the states of Arkansas and Mississippi. NLU is an open admissions institution which serves the undergraduate needs of this population primarily through offerings in the humanities, liberal arts, and sciences, and places an emphasis on undergraduate professional programs in business, communications, criminal justice, education, and the health sciences. Graduate programs below the doctoral level are offered primarily in biology, business administration, communications, education, and select health-related areas. NLU offers the only state supported program in pharmacy in Louisiana and the only doctoral program in pharmaceutical sciences and the only doctoral program in marriage/family counseling. It also participates in a unique consortium with Grambling State University and Louisiana Tech University to offer an Ed. D. program in Curriculum/Instruction and Education Readership.

This agency's recommended appropriation includes $30,492 for short-term debt, including Lease Purchase agreements.
In addition to the above recommended appropriation, $2,389,825 will be paid in Fiscal Year 1998-1999 for long-term debt incurred on behalf of this agency from the previous sale of bonds. Total long-term debt service payments for the state for Fiscal Year 1998-1999 are reflected in the Governor's Executive Budget Supporting Document in Non-Appropriated Requirements, Schedule 22-922.
This agency's recommended appropriation also includes the following amount by means of financing for payments on the unfunded accrued liability of the Louisiana State Employees' Retirement System and the Teachers' Retirement System in accordance with the provisions of Article X, Section 29 of the Constitution of Louisiana:
