Program C: Medicare Buy-Ins and Supplements

PROGRAM DESCRIPTION

The mission of the Medicare Buy-Ins and Supplements Program is to provide payments for Medicare premiums, deductibles, and co-payments.

The goal of the Medicare Buy-Ins and Supplements Program is to pay hospital and other medical costs for eligible people 65 and older and for some disabled people under 65 who are eligible for both Medicare and Medicaid, under what is known as the buy-in program. Eligible persons can have their Medicare premiums paid with Medicaid funds.

OBJECTIVES AND PERFORMANCE INDICATORS

1. In FY 1998-99, the Medicare Buy-Ins and Supplements Program will avoid paying uncompensated medical expenses for Medicaid clients.

SOURCE OF FUNDING

This program is funded with general fund and federal funds. Federal funds represent federal financial participation in the Medicaid program.

Payments for Medicare Buy-In, Supplements, and Premium Payments. Medicare is a Federal program that helps pay hospital and other medical costs for eligible people 65 and older and for some disabled people under 65. Some people are eligible for both Medicare and Medicaid and, under what is known as the buy-in program, can have their Medicare premiums paid with Medicaid funds. Premium payments are those payments that are used to pay health insurance premiums, if Medicaid determines that it is cost effective to do so.
