The mission of the Office of Alcohol and Drug Abuse is to provide the administration, management, and operation of alcohol and drug diagnosis, training, education, treatment, and prevention services for the citizens of Louisiana.
The goal of the Office of Alcohol and Drug Abuse is to aid in the prevention of substance abuse through diagnosis, training, treatment, and education of individuals afflicted with the disease of alcohol and drug abuse.
The primary functions of the Office of Alcohol and Drug Abuse (OADA) relates to the prevention of substance abuse and the diagnosis, training, treatment, and education of individuals afflicted with the disease of alcohol and drug abuse. To accomplish this, OADA provides treatment and prevention services through state operated facilities, contract programs, and/or interagency agreements. OADA also provides treatment and prevention services related to problem and compulsive gamblers.
OADA directly operates 27 full-time clinics, 23 outreach or part-time clinics, and eight residential facilities. In addition to state operated programs, OADA provides contractual services for the operation of one Crisis Management Program, one Information and Referral Services Program, one Out-Patient Outreach Program, 16 Halfway Houses, 22 Out-Patient Programs, 10 Residential Programs, nine Detoxification Facilities, and 41 Primary Prevention Programs.
The Office of Alcohol and Drug Abuse has two programs: Administration, and Prevention and Treatment.
This agency's recommended appropriation does not include any funds for short-term debt.
In addition to the above recommended appropriation, $27,387 will be paid in Fiscal Year 1998-1999 for long-term debt incurred on behalf of this agency from the previous sale of bonds. Total long-term debt service payments for the state for Fiscal Year 1998-1999 are reflected in the Governor's Executive Budget Supporting Document in Non-Appropriated Requirements, Schedule 22-922.
This agency's recommended appropriation also includes the following amount by means of financing for payments on the unfunded accrued liability of the Louisiana State Employee's Retirement System in accordance with the provisions of Article X, Section 29 of the Constitution of Louisiana:
