The mission of the New Orleans Home and Rehabilitation Center is to provide temporary or long-term nursing care or rehabilitation services to citizens in the New Orleans region.
The goals of the New Orleans Home and Rehabilitation Center are:
1. Provide quality medical and nursing care and rehabilitation services to the residents so that they may be maintained at an optimal level of physical and social functioning.
2. Provide medical care, nursing care, and rehabilitation services in compliance with state licensing standards, Health Care Financing Administration (HCFA) certification requirements and Joint Commission on Accreditation of Health Care Organizations (JCAHO) accreditation standards.
The New Orleans Home and Rehabilitation Center has two programs: Administration and General Support, and Patient Services.
This agency's recommended appropriation does not include any funds for short-term debt.
In addition to the above recommended appropriation, $223,044 will be paid in Fiscal Year 1998-1999 for long-term debt incurred on behalf of this agency from the previous sale of bonds. Total long-term debt service payments for the state for Fiscal Year 1998-1999 are reflected in the Governor's Executive Budget Supporting Document in Non-Appropriated Requirements, Schedule 22-922.
This agency's recommended appropriation also includes the following amount by means of financing for payments on the unfunded accrued liability of the Louisiana State Employees' Retirement System in accordance with the provisions of Article X, Section 29 of the Constitution of Louisiana:
