David Wade Correctional Center (DWCC), located in Claiborne Parish near Homer, has a maximum capacity of 1,689 inmates. The multilevel security institution, which opened in 1980, is sited on approximately 1,500 acres of land, much of which is timberland; approximately 240 acres are cleared for the physical plant and pastureland. Inmates are housed in restrictive cellblocks, working cellblocks or dormitories, according to their custody level, conduct, and needs. In August 1992, DWCC became the first state-operated Louisiana correctional institution to be accredited by the American Correctional Association (ACA); in 1997, DWCC was released from the federal consent decree.
The mission of David Wade Correctional Center is to provide correctional services in a professional manner so as to protect the safety of the public, the institution staff, and the inmate population. Consistent with this, DWCC provides meaningful opportunities to enhance (through a variety of educational, work, social service, and medical programs) the ability of individual inmates to successfully reintegrate into society upon release.
The goals of David Wade Correctional Center are:
1. Maximize public safety through appropriate and effective custodial and supervisory programs.
2. Provide for the safety of correctional staff and inmates by maintaining an organized and disciplined system of operations that promotes stability in institutional and other field operations.
3. Ensure that basic services relating to adequate food, clothing, medical care, and shelter are provided to the inmate population.
4. Provide an environment that enables behavior change by making rehabilitative opportunities available for inmates who demonstrate motivation for change and the desire to participate in rehabilitative programs.
David Wade Correctional Center has four programs: Administration, Incarceration, Rehabilitation, and Health Services.
This agency's recommended appropriation includes $162,920 for short-term debt, including Lease Purchase agreements.
In addition to the above recommended appropriation, $980,998 will be paid in Fiscal Year 1998-1999 for long-term debt incurred on behalf of this agency from the previous sale of bonds. Total long-term debt payments for the state for Fiscal Year 1998-'99 are reflected in the Governor's Executive Budget Supporting Document in Non-Appropriated Requirements, Schedule 22-922.
This agency's recommended appropriation also includes the following amount by means of financing for payments on the unfunded accrued liability of the Louisiana State Employees' Retirement System in accordance with the provisions of Article X, Section 29 of the Constitution of Louisiana:
