The mission of the Community Based Services Program is to review, correct, help develop, and approve subgrant agreements with all forty-three eligible community action agencies facilitating the delivery of needed Community Services Block Grant (CSBG) and Community Food and Nutrition (CF&N) supported programs and services (direct and indirect) to the state's needy, low-income population.
The goal of the Community Based Services Program is to reduce the impact of poverty on low income families, children, the handicapped, homeless, migrants and the elderly poor in Louisiana through financial and technical support to local Community Action Agencies.
The Community Based Services Program reduces the impact of poverty on low income families, those below 125% of the federal poverty level, by providing Federal Community Services Block Grant (CSBG) funds and technical assistance to 43 Community Action Agencies in 64 parishes. The Community Based Services Program activities include the following activities: Administration of the CSBG Program and CAA-Community Action Agencies.
OBJECTIVES AND PERFORMANCE INDICATORS
1. In FY 1998-99, the Office of Employment Security, through its Community Based Services Program, will have 100% of its subprograms with 43 eligible entities approved by December 1, 1998.

2. In FY 1998-99, the Office of Employment Security, through its Community Based Services Program, will increase to 80% the number of requests for funds processed within ten days from the date received.

3. The Office of Employment Security, through its Community Based Services Program, will monitor, obtain audits and/or fiscal reviews on 100% of subgrantees by June 30, 1999.
4. By June 30, 1999, the Office of Employment Security, through its Community Based Services Program, will increase to 50% the number of Louisiana's disadvantaged population served.
1 Projection based on figures received for the report period of January 1, 1997 - June 30, 1997. This data may include some duplication and individuals with incomes up to 150% of the poverty level.
2 Based on 1990 Census figures for the total number of persons in Louisiana considered disadvantaged (16 years of age or older). Disadvantaged individuals include, but are not limited to, low income, handicapped, and elderly individuals.
RESOURCE ALLOCATION FOR THE PROGRAM
This program is funded with Federal Funds from the Community Services Block Grant (C.S.B.G.) under the Omnibus Budget Reconciliation Act of 1981, Public Law 97035-Sub Title B. This grant is for services aimed toward the alleviation of problems caused by poverty.

DIFFERENCE (TOTAL RECOMMENDED AND EXISTING OPERATING BUDGET) |
The total means of financing for this program is recommended at 103% of the existing operating budget. It represents 100% of the total request ($ 12,021,327) for this program. The increase is primarily due to providing additional funding to assist the Community Action Agencies and Acquisitions/Major Repairs. This program does not have any positions that have been vacant for 1 year or more.
