The Office of Community Services operates investigative, case management, support, foster care, and adoption services for children who are abused and neglected. The Office of Community Services also contracts for community programs, and for the provision of energy assistance, weatherization, and emergency shelters for the homeless. The Office of Community Services administers the federal Title XX Block Grant, the federal child welfare programs -- Titles IV-B and IV-E, and federal energy assistance, weatherization, shelter, and refugee programs. The energy and weather related programs, and refugee programs have not been included in the children's budget because they are not targeted for children.
