Program N: Adult Education

PROGRAM DESCRIPTION

This program provides financial assistance to state and local agencies to offer basic skills instruction, GED test preparation, and literacy training to eligible adults.

The mission of the Adult Education Program is to provide an academic opportunity for all individuals 16 years of age and older, with less than a high school education, not presently enrolled in the K-12 system, to continue their education to the level of high school completion and receive a high school equivalency diploma.

The goal of the Adult Education Program is to provide quality programs that will serve all segments of the undereducated adult population through local school systems, community-based organizations, public and private nonprofit agencies, post-secondary institutions, and literacy organizations.

OBJECTIVES AND PERFORMANCE INDICATORS

Unless otherwise indicated, all objectives are to be accomplished during or by the end of FY 1999-2000. Performance indicators are made up of two parts: name and value. The indicator name describes what is being measured. The indicator value is the numeric value or level achieved within a given measurement period. For budgeting purposes, performance indicator values are shown for the prior fiscal year, the current fiscal year, and alternative funding scenarios (continuation budget level and Executive Budget recommendation level) for the ensuing fiscal year (the fiscal year of the budget document).

The total means of financing for this program is recommended at 104.1% of the existing operating budget. It represents 90.0% of the total request ($13,896,422) for this program. The increase is attributable to a $500,000 general fund adjustment to expand adult literacy programs. The Department of Education requested $880,000 in General Fund to expand and/or maintain the existing statewide Jobs for Louisiana’s Graduates program that is currently in 23 sites across the state and $1.0 million to expand adult education services to the eligible population presently not served.
