The mission of the Southeast Louisiana State Hospital is to provide safe, individualized rehabilitative care for mental health patients in the least restrictive setting, in collaboration with the community.
The goals of the Southeast Louisiana State Hospital are:
1. Improve organizational management.
2. Enhance staff competency.
3. Maintain a safe, secure, and clean environment for patients and staff.
4. Continually improve the quality and availability of clinical service in the hospital and the community.
5. Continually upgrade and expand clinical support services to meet ongoing clinical needs.
2. Provide maximum physical support services to enhance the treatment environment.
Southeast Louisiana Hospital is a psychiatric facility that primarily offers medically directed inpatient and outpatient services for the diagnosis, treatment, care, protection, and rehabilitation of individuals with psychiatric disorders. The facility provides adult services for the greater New Orleans area that encompasses eight parishes.
The objectives of the program are: to provide appropriate treatment to mentally ill individuals to achieve a degree of mental health compatible with a return to/retention in the community as soon as practical; to provide maximum physical support services to enhance the treatment environment so that the stated goal of the program may be met; and develop and implement community based programs to reduce the need of hospitalization or reduce the length of stay if hospitalization is required. Southeast Louisiana Hospital is a Joint Commission on Accreditation of Health Care Organizations (JCAHO) accredited and Health Care Financing Administration (HCFA) certified facility.
The Southeast Louisiana Hospital, located in Mandeville, has two programs: Administration and Support and Patient Care.
This agency's recommended appropriation includes $72,029 for short-term debt, including Lease Purchase agreements.
In addition to the above recommended appropriation, $215,168 will be paid in Fiscal Year 1999-2000 for long-term debt incurred on behalf of this agency from the previous sale of bonds. Total long-term debt payments for the state for Fiscal Year 1999-2000 are reflected in the Governor's Executive Budget Supporting Document in Non-Appropriated Requirements, Schedule 22- 922.
This agency's recommended appropriation also includes the following amount by means of financing for payments on the unfunded accrued liability of the Louisiana State Employees' Retirement System in accordance with the provisions of Article X, Section 29 of the Constitution of Louisiana:
