09-331 Central Louisiana State Hospital

The mission of the Central Louisiana State Hospital (CLSH) is to provide quality assessment, diagnosis, treatment, and rehabilitation services to patients whose psychiatric/substance abuse disorders are of sufficient severity to require inpatient treatment. These include: (1) adult clients in need of intermediate to long-term care, (2) adolescent and children in need of comprehensive psychiatric treatment, and (3) adolescents in need of special treatment for chemical dependence. The CLSH specific mission with the State Office of Mental Health is to provide important services to clients in the mental health regions served by the hospital. The hospital is highly committed to cooperative work with other state agencies and with the state and regional mental health program to ensure the integration and coordination of hospital-community services into a comprehensive system of mental health care.

The goal of the Central Louisiana State Hospital is to provide quality inpatient psychiatric services (assessment, diagnosis, treatment and rehabilitation services) to adult clients with severe and persistent mental disorders, and child and adolescent clients with serious emotional disturbances. The purpose of treatment is to reduce symptoms, symptom problems and improve personal adjustment to the extent that it will allow clients to be discharge as soon as possible to a less restrictive environment consistent with the severity of their disorder.

The Central Louisiana State Hospital (CLSH) is operated under the auspices of the Department of Health and Hospitals, Office of Mental Health. CLSH provides mental health treatment and rehabilitative services to children, adolescents, and adults. The catchment area served by CLSH includes 42 parishes associated with Mental Health Regions 2-8 (Lafayette, Lake Charles, Alexandria, Shreveport, and Monroe areas).

Central Louisiana State Hospital has two programs: Administration and Support and Patient Care.


This agency's recommended appropriation does not include any funds for short-term debt.

In addition to the above recommended appropriation, $326,907 will be paid in Fiscal Year 1999-2000 for long-term debt incurred on behalf of this agency from the previous sale of bonds. Total long-term debt payments for the state for Fiscal Year 1999-2000 are reflected in the Governor's Executive Budget Supporting Docoument in Non-Appropriated Requirements, Schedule 22-922.

This agency's recommended appropriation also includes the following amount by means of financing for payments on the unfunded accrued liability of the Louisiana State Employees' Retirement System in accordance with the provisions of Article X, Section 29 of the Constitution of Louisiana:
