08-406 Corrections Services - Louisiana Correctional Institute for Women

The Louisiana Correctional Institute for Women (LCIW), located on a 200-acre site in St. Gabriel, was opened in 1973. The LCIW houses female offenders of all security classes. Current (FY 1998-99) capacity is 952; this Executive Budget recommends an increase in capacity to 1,052. Dormitory housing is used for minimum and medium custody inmates; maximum security residents are housed in a cellblock. In July 1993, the LCIW received American Correctional Association accreditation and in 1997, the LCIW was released from the federal consent decree.

The mission of the Louisiana Correctional Institute for Women is to provide for the custody, control, care, and treatment of adult female offenders through enforcement of the laws and implementation of programs designed to successfully reintegrate residents into society while ensuring their safety as well as the safety of staff and the general public.

Goals of the Louisiana Correctional Institute for Women are:

  1. Maximize public safety through appropriate and effective custodial and supervisory programs.
  2. Provide for the safety of correctional staff and inmates by maintaining an organized and disciplined system of operations that promotes stability in institutional and other field operations.
  3. Ensure that basic services relating to adequate food, clothing, medical care, and shelter are provided to the inmate population.
  4. Provide an environment that enables behavior change by making rehabilitative opportunities available for inmates who demonstrate motivation for change and the desire to participate in rehabilitative programs.

To provide high quality, multi-custody correctional services in a safe, humane environment, the LCIW offers a wide range of program activities. These activities include a reception and diagnostic component, orientation, health services, substance abuse counseling and self-help program, liturgical services, recreational programs, a pre-release component, academic and vocational programs, correctional industries work program, a legal aid program, and a parent nurturing program.

The Louisiana Correctional Institute for Women has four programs: Administration, Incarceration, Rehabilitation, and Health Services.

BUDGET SUMMARY

This agency's recommended appropriation includes $51,567 for short term debt, including Lease Purchase agreements.

In addition to the above appropriation, $278,623 will be paid in Fiscal Year 1999-2000 for long-term debt incurred on behalf of this agency from the previous sale of bonds. Total long-term debt payments for the state for Fiscal Year 1999-2000 are reflected in the Governor's Executive Budget Supporting Document in Non-Appropriated Requirements, Schedule 22-922.

This agency's recommended appropriation also includes the following amount by means of financing for payments on the unfunded accrued liability of the Louisiana State Employees' Retirement System in accordance with the provisions of Article X, Section 29 of the Constitution of Louisiana:
