The mission of the Louisiana Systemic Initiatives Program (LaSIP) is to impact student learning and achievement by promoting high quality curriculum, instruction, and assessment which is relevant to the needs of the next century and makes effective use of technology in mathematics and science classrooms.

The goals of LaSIP are:

1. Promote statewide improvement of mathematics and science teaching and learning by enhancing teacher content knowledge and incorporating up-to-date teaching methodologies and assessment strategies in K-12 classrooms throughout Louisiana.
2. Target enhanced student achievement through implementation of relevant curricula and assessment methods which fully integrate technology.
3. Involve parents, business and industry, and the community in support of improved mathematics and science education.

LaSIP has two programs: Instruction Program, and the Support Services Program.

With matching LEQSF funds from the Board of Regents (BoR) and the Board of Elementary and Secondary Education (BESE), the National Science Foundation (NSF) provided $10,000,000 over five years (September 1, 1991-Augus 31, 1996) to LaSIP to reform mathematics and science education at all levels of instruction in Louisiana. In 1996, LaSIP was one of two out of the ten 1991-1996 Statewide Systemic Initiatives (SSI) programs to receive continuation funding from the National Science Foundation (NSF) for 1996-2001. Funding from NSF over the second 5-year period is $ 6 million. BoR and BESE have each continued to commit $1 million per year throughout the two NSF funding cycles.

BUDGET SUMMARY

This agency's recommended appropriation does not include any funds for short-term debt.

This agency does not have any long-term debt for Fiscal Year 1999-2000.

This agency's recommended appropriation also includes the following amount by means of financing for payments on the unfunded accrued liability of the Louisiana State Employees' Retirement System and/or the Teachers' Retirement System in accordance with the provisions of Article X, Section 29 of the Constitution of Louisiana:
