The mission of the Office of Water Resources is to ensure that the citizens of Louisiana have clean and healthy water to drink and use for present and future generations by regulating pollution sources and providing technical support for the restoration of polluted waters. Clean and healthy water is vital to the survival and progress of the state of Louisiana. Ground water is the primary source of drinking water for 61% of the state's residents (DOTD/USGS "Water Use Survey", 1995). The goal of this program is to maintain and enhance the quality of the waters of the state. Louisiana currently leads the nation in the amount of toxic wastes discharged to surface waters. This program has only one activity, Surface Water.
OBJECTIVES AND PERFORMANCE INDICATORS
Unless otherwise indicated, all objectives are to be accomplished during or by the end of FY 1999-2000. Performance indicators are made up of two parts: name and value. The indicator name describes what is being measured. The indicator value is the numeric value or level achieved within a given measurement period. For budgeting purposes, performance indicator values are shown for the prior fiscal year, the current fiscal year, and alternative funding scenarios (continuation budget level and Executive Budget recommendation level) for the ensuing fiscal year (the fiscal year of the budget document).






RESOURCE ALLOCATION FOR THE PROGRAM

The Water Resources Program is funded with General Fund, Interagency Transfers, Fees and Self-generated Revenues, Statutory Dedications and Federal Funds. The Interagency Transfer is from the Department of Health and Hospitals for source water protection in conjunction with Safe Drinking Water. Fees and Self-Generated Revenues are derived from the sale of regulations, manifest forms, photocopies, etc. Statutory Dedications are from the Environmental Trust Fund (ETF). (Per R.S. 39:32B. (8), see table below for a listing of expenditures out of each statutory dedicated fund.) The revenue from the ETF is derived from all fees pursuant to the authority granted in R.S. 30:2014, R.S. 39:55.2 and any other provisions of law authorizing the department to assess fees. Such fees are used only for the purpose for which they are assessed. Federal funds are authorized by the Clean Water Act, as amended, P.L. 95-217, 97-117; 100-433 USC 1251.

The total means of financing for this program is recommended at 104.0% of the existing operating budget. It represents 99.0% of the total request ($19,453,098) for this program. The increase is primarily due to classified state employees merit increases, salary base adjustment, and funding provided automatic upgrades, reallocations and training series. This program does not have any positions that have been vacant for 1 year or more.
