The Louisiana State Penitentiary (LSP), a maximum security facility, is located at Angola, on an isolated 18,000-acre site in the bend of the Mississippi River. It was opened in 1901 and today is the largest correctional facility in the south and one of the largest in the United States. Within LSP's boundaries are the 2,000-man Main Prison and four "outcamps," which are largely self-contained living units of various sizes. (In 1993, Camps A and H were closed as a result of violations cited by the State Fire Marshal and the prohibitive cost of repairing these old units.) The worst behaved, most violent inmates in the LSP population are placed in the court-approved Camp J Management Program. The LSP also houses Louisiana's death row and execution chamber. On the LSP grounds is a community of approximately 250 homes and 750 people (staff and family members), which is supported by a post office, community center, grocery store, and recreational facilities. The Louisiana State Penitentiary attained American Correctional Association accreditation in January 1994.

The mission of the Louisiana State Penitentiary is to protect society from those individuals whose disrespect and violation of the law have caused them to be incarcerated as well as to assist offenders in becoming productive members of society by instilling the positive traits and values that are predominant in American society.

The goals of the Louisiana State Penitentiary are:

1. Maximize public safety through appropriate and effective custodial and supervisory programs.
2. Provide for the safety of correctional staff and inmates by maintaining an organized and disciplined system of operations that promotes stability in institutional and field operations.
3. Ensure that basic services relating to adequate food, clothing, medical care, and shelter are provided to the inmate population.
4. Provide an environment that enables behavior change by making rehabilitative opportunities available for inmates who demonstrate motivation for change and the desire to participate in rehabilitative programs.

The Louisiana State Penitentiary has four programs: Administration, Incarceration, Rehabilitation, and Health Services.

BUDGET SUMMARY

This agency's recommended appropriation includes $614,796 for short-term debt, including Lease Purchase agreements.

In addition to the above recommended appropriation, $3,425,094 will be paid in Fiscal Year 1999-2000 for long-term debt incurred on behalf of this agency from the previous sale of bonds. Total long-term debt payments for the state for Fiscal Year 1999-2000 are reflected in the Governor's Executive Budget Supporting Document in Non-Appropriated Requirements, Schedule 22-922.

This agency's recommended appropriation also includes the following amount by means of financing for payments on the unfunded accrued liability of the Louisiana State Employees' Retirement System in accordance with the provisions of Article X, Section 29 of the Constitution of Louisiana:
