Centralization
Overview
Act 772 of the 2001 Regular Session created the Office of Information Technology and provided for the centralization and consolidation of computing systems within the executive branch. Pursuant to that, the Office of Information Technology has issued IT Policy 002 regarding "Centralization of Information Technology".

Approach
All computing systems meeting the criteria established in IT Policy 002 must be housed in one of the two enterprise data centers (the DPS Data Center and the Information Services Building) The initial focus is on relocation of facilities, with some concurrent consolidation of office networking management with the Data Dial Tone service of OTM. Subsequent phases may be summarized as follows:
  • Operational consolidation
  • Product standardization
  • Support services centralization and consolidation
  • Shared lines of service
Although ideally these occur in a linear manner, there may be some overlap in the phases, due to constraints of time and budget, and due to external factors that may require schedule changes (infrastructure and political environment). A critical success factor will be the movement to a standardized hardware and software environment. OIT is currently reviewing draft guidelines for the consolidation of IT support staff. Although centralization of some support services could occur within a short time, full consolidation of support staff would require additional time for proper planning and budgeting.
