In order to qualify, a donee must be a public agency or a nonprofit organization exempt from taxation under section 501 of the Internal Revenue Code of 1954 within the meaning of section 203 (j) of the Federal Property and Administration Services Act of 1949, as amended, and/or the regulations of the General Services Administration. Qualified SBA 8a contractors can also participate.
