The State Capital Outlay Act traditionally has included funding for non-state entity capital projects. The State Capital Outlay Act appropriates funds for these non-state projects to Facility Planning and Control, who administers the projects under cooperative endeavor agreements between the State and the non-state entities. The Non-State Entity Capital Outlay Administrative Guidelines is part of the standard cooperative endeavor agreement.
