LMI Certification Forms
Assistance from the Disaster Recovery Community Development Block Grant program is required to meet one of three National Objectives. For the Disaster Recovery Economic Development programs the LMI benefit National Objective (24 CFR 570.483(b)(4) ) will be documented by each applicant for assistance filling out a Low Moderate Income Certification.
Small Firm Loan and Grant Program; Technical Assistance
The Small Firm Loan and Grant Program provides direct financial assistance to eligible businesses in the disaster recovery area. The Technical Assistance program provides various kinds of services to eligible businesses and entrepreneurs in the disaster recovery area.

Louisiana Tourism Marketing Program
The primary objective of the Louisiana Tourism Marketing Program is to increase the number of visitors to the impacted areas in order to:
- Save many small businesses that cater to convention attendees and tourists that have been without customers since the storms
- Retain the businesses that are part of the charm and character of New Orleans and South Louisiana and are such an important part of its appeal to tourists and residents alike
- Increase the number of available jobs and increase wages; and
- Increase tax revenues for the communities in which the businesses reside

Recovery Workforce Training Program
The program will provide grants to workforce providers to develop and implement sector-based workforce training programs. These programs are working with employers of the recovery sectors within the impacted regions to identify immediate and projected job needs and training and placing workers to meet these needs.
The program is centered on three inter-related factors critical to the recovery of Louisiana’s economy: the return of the displaced workforce; the retention of the existing workforce; and a concerted effort to increase skills development for new jobs in sectors related to the immediate and long-term recovery and rebuilding efforts and the future of our economy.

Research Commercialization and Educational Enhancement Program
The Research Commercialization and Educational Enhancement Program (RC/EEP) will retain and rebuild the research and educational capacity of the affected areas by developing a strategic path to capitalize on their commercial potential.
It will meet these goals by:
- Restoring the capacity of research and educational facilities, including the tools researchers and educators need to continue their work.
- Developing and implementing a strategic plan to determine existing research and educational strengths and the best path for capitalizing on the economic potential of these assets.
