State Grants Management Section Grant Tracker

The State Grants Management Section Grant Tracker Geographic Information System (GIS) is designed to provide an accurate picture of federal grants coming to the state of Louisiana. Our map shows two main pictures, what agencies or municipalities are receiving federal grants and where federal grant money is being passed through when it comes to a state agency.

To provide these pictures of federal grants coming to Louisiana directly from the federal government we have populated our system with Federal Assistance Awards Data System (FAADS) and annual report data. Our interest is to show all competitive, grants that are awarded through a competitive process, grants, therefore, any records in either database not showing competitive grants were purged from this application.

Reports can be generated through this application using the query functions. These functions allow you to view an abbreviated form of the data according to your search criteria. Reports are presented in spreadsheet format to provide a datasheet view of your search results. Two examples are, a report by city and parish, available on this page. Selected reports can then be copied to into individual excel spreadsheets and sorted or view at the user's convenience. However, if you run a report on the data the State Grant Management Section is not responsible for any misinformation.

Federal Assistance Award Data System (FAADS)

FAADS is a database complied by the United States Census Bureau as a part of the U.S. Department of Commerce from quarterly reports submitted by the federal agencies, such as the U.S. Department of Labor or Department of Homeland Security, detailing grant monies awarded in a given fiscal year. Reports are made a year after federal agencies submit their reports, however there is no aggregate report made by the U.S. Census Bureau. Therefore the data currently in the system is for federal fiscal year 2004 even though we are in federal fiscal year 2005.

Dealing with this many federal agencies is a monumental task for the Census Bureau. For our purpose we have combined the data into one aggregate report and made several modifications. While every effort to ensure the accuracy and validity of the data has been made, we acknowledge that errors may still exist. Therefore, it is the user's responsibility to use the data properly, ensuring use simply as a guide and not as a sole decision making source. Below is a list of modifications that our office made to the database to make the data more accessible for the public analysis:

  • All records not indicating a competitive award were purged from the data. The GIS application does not show formula, entitlements or block grants made to agencies or persons in Louisiana.
  • Zip codes were corrected to the best of our staff's ability.
  • Names of agencies, local governments and their offices and state and local institutions of higher education were made to accurately reflect those used in Louisiana.
  • Recipient codes were modified to more accurately show state agencies, local governments and institutions of higher education. Discrepancies in the recipient code were found upon further analysis that impeded quality analysis, therefore, codes were created, 30 for state agencies, 31 state universities, 32 community or technical colleges and 33 for municipalities to increase our ability to accurately report on the data.

Annual Report (available early 2006)

Pass through funds are captured in house here at the State Grant Management Section. Required of all state agencies is an annual report detailing all grant monies that were passed through from the federal government to units of local government during fiscal year 2005. Our office has complied these reports into one database and included it as a part of this system. Being that our office's inception was in August of 2004 we were not able to compile an annual report database for fiscal year 2004. However, the data in the system is current with 2005 reports. It is important for the user to realize that due to the difference in fiscal years of the two databases totals from FAADS and the annual report will not match. Please be cautious to view these maps as completely different views of federal grant distribution.

What Information Can You Find with this GIS System?

This system provides several maps of where federal funds are granted. For example, one view you can select is of all 2005 pass through money reported this year. Another example would be to view all FAADS data for each state senate or house district. There are several options that you can choose from in the application, with each map giving you a different picture of grant money in the state of Louisiana. Also, you can view the database that is used in the system to see information in an excel spreadsheet.

About this Project

This application in a consolidated effort by the Louisiana Office of Community Development, Louisiana Office of Information Systems and the United States Bureau of the Census to provide an accurate visual depiction of competitive funds granted and passed through in the state of Louisiana.
